It is GOVT’s duty to publish BREAK-UP of such DATA of those  minister/politician whose asset has grown 50/100 folds within a period of 5 years. EXAMPLE OF WHICH IS READILY AVAILABLE FROM ALMOST ALL POLITICIANS IN KARNATAKA (BE IT CONG OR BJP), now in ruling Cong as well.

JUST CHECK THE ASSET VALUE FROM ONE ELECTION TO NEXT ELECTION, THERE ARE AMPLE EXAMPLE WHERE IN FIRST ELECTION, THE ASSET DECLARED IS 50 CRORES AND IN NEXT ELECTION THE SAME GUY DECLARE HIS ASSET AS 300 TO 500 CRORES. WE THE AAM AADMI HAS NO CHOICE BUT TO WATCH HIS ASSET GROW MULTI-FOLD, and yet there is no mechanism in place which can reveal how 50 Crore has become 500 Crore within a span of 5 Yrs simply because none of our present and past  Govt. dare to impose a mechanism which can reveal break-up of such HUGE GROWTH OF ASSET.

By publishing such break-up, GOVT will not only help AAM AADMI to take INFORMED DECISION but also GOVT will MOTIVATE AAM AADMI how to earn in BILLIONS, Moreover AAM AADMI will start worshipping these MONEY GOD MINISTERS by keeping their photo next to BILL GATES and WARREN BUFFET!!!

What is so difficult in revealing the BREAK-UP of asset growth (from 50 to 500 Crores) as submitted in IT declaration by an Individual , as all data are readily available in IT record, all need to be done is break them into layers of asset . Hence, it is Govt’s priority to reveal the BREAK-UP of asset growth(from 50 to 500 Crores)  of every individual (be it BABA RAMDEV/HASAN ALI/Kamal Nath/BSY/Reddy Bros or for that matter ANY POLITICIAN whose asset grow by leaps and bounds) and let AAM AADMI take INFORMED decision while supporting them:

1.            Start with initial asset value = X after validating the source of X.

2.            In next IT return asset value declared =X+50=Y;

3.            Now all our IT dept need to do is to probe source of Y whether this additional 50 is LEGITIMATE or not and accordingly publish in MEDIA (for AAM AADMI to validate apart from whatever action taken by Govt), each and every deal / transaction done by tax-payer to reach this figure of 50.

Note that above example is only against DECLARED ASSET, IMAGINE THE QUANTUM OF UNDECLARED ASSET (earned by Ministers in 2G/CWG deal) which also need to have a mechanism to track which can be easily tracked by QLY PERFORMANCE AUDIT which can be explained if your platform select this article.

Just in case Govt refuse to provide BREAK-UP, it should be MEDIA’s responsibility (who has already done the excellent job of exposing 2G/CWG scam which was supposed to be done by GOVT) once again to use RTI to get all the HIDDEN info of such break-up of ASSET JUMP of POLITICIAN/MINISTERS HIDDEN in IT record as AAM AADMI cannot take the risk of using RTI as in no time they will be MURDERED as happened with a whistle-blower lady Shehla Masood recently in M.P.

Just because a minister has grown his asset 50/100 folds within a period of 5 years, does not mean he has done it by UNFAIR MEANS, he may have done so the same way as BILL GATES and WARREN BUFFET have done in US, why not give a fair chance to those MINISTERS (by publishing above break-up of ASSET GROWTH which will simply inspire AAM AADMI like us) to prove that US has only one BILL GATES and one WARREN BUFFET whereas our political/governance system have plenty of them!!!

QLY PERFORMANCE AUDIT:
This is why QLY PERFORMANCE AUDIT is the need of the hour. Thank God finally Anna Team has voiced the same(Times dt 11Sep11) as I have been doing since last 5/6 months.

In this mechanism of QLY PERFORMANCE AUDIT, every step taken by the ministry gets evaluated and people come to know the BIRTH of corruption at its very Inception which NO LOKPAL/JANPAL can reveal as LOKPAL/JANPAL/CBI/CAG come into the picture only after SCAM is detected. NEED OF THE HOUR IS to impose this mechanism in Governance so that any such scam is automatically detected at its root rather than waiting for some media like Times or Tehelka EXPOSE such dubious deal.

No activity of any ministry can go UN-NOTICED if such mechanism is in place. At least there are some Govt agency like CBI, CAG(proposed JANPAL/LOKPAL) who can probe a scam, but till today there are no such process in place where performance of the highest chairs of india can be evaluated and published for AAM AADMI who had sent them to occupy the highest chair in india. IF CONCEPT OF PERFORM OR PERISH CAN APPLY TO PRIVATE/PUBLIC SECTOR, WHY CAN’NT BE APPLIED FOR THE HIGHEST CHAIRS OF INDIA??

Any bill(be it LOKPAL or JANPAL) that allow LOOT to happen first and then allow probe to start (be it thru LOKPAL or CBI) , will commit same mistake by keeping the SAME LOOPHOLE left open in governance as done(since independence) by all ruling parties(be it Cong / BJP / LEFT / UPA / NDA) thru which these Corrupt ministers are looting the AAM AADMI's money. Why wait for LOOT to happen; why not kill it at its very root by keeping an HAWKISH EYE on ministers which can only happen by PERFORMANCE AUDIT ?

Govt can have any number of excuses over LOKPAL, but it will be a matter of disgrace/shame for any Govt who refuse to come under scanner of QLY PERFORMANCE AUDIT. It is already a TIME-TESTED tool in an Industry like IT, all we need to change are list of parameters which will reveal each and every action of MLA/MP/Ministers/Bureaucrats every three months. However, I can talk in detail only if Anna group understand its importance.

If all Education Level (be it School/College/MBA/Engg/Doctor) students need to pass exam in order to claim a degree certificate (which is never given simply because he has attended all classes) , why HIGHEST CHAIRS IN INDIA means Ministers are allowed to enjoy his 5 year term without appearing/passing any exam (which is equal to QLY PERFORMANCE AUDIT), simply because he has attended all classes (as done by MP/Ministers by attending Parliament session and that too with FAT allowances and additional amenities just for every session he attends).
This does not mean QLY PERFORMANCE AUDIT is a substitute to LOKPAL as QLY PERFORMANCE AUDIT is the Detection/Preventive process right at the INCEPTION LEVEL OF ANY CORRUPTION whereas LOKPAL is more effective for taking action after Corruption is detected. Hence, we need both, but my logic says QLY PERFORMANCE AUDIT is the PRIORITY as this is the missing tool in Governance that can ultimately act as final nail in the coffin of all such scam hatched by so called Honest Politicians.

FINALLY, ONE WORD OF CAUTION FOR ANNA TEAM : This PERFORMANCE AUDIT must happen Quarterly basis instead of Yearly. If CorporateIndia can present its quarterly result, why can’nt HIGEST CHAIRS (every Minister& his Ministry) publish their performance result every Quarter? Yearlyaudit will be too long a period for these ministers(BY THEN ANOTHER SCAM PLAN CAN BE EASILY HATCHED IN A/C CABIN AND EXECUTED) to validate their work infront of AAM AADMI. Moreover, these PERFORMANCE AUDIT must be telecast live(except some ministry with security reason) for AAM AADMI to evaluate the workof these Ministers whom they have sent to power. More detail can be worked outby me if ANNA TEAM wants to take it ahead, as the hidden power of suchPERFORMANCE AUDIT is successfully exploited by our IT industry and thats whyentire world class MNC clients are being served by Indian IT companies who aretreated with HIGHEST LEVEL OF HONOUR and DIGNITY very much UNLIKE ourMINISTERS(be it from any party) who are every second day SHAMEFULLY exposed to somescam or the other.

IMAGINE THIS SCENARIO AND EVALUATE the aftermath :

DO WE KEEP OUR DOOR OPEN AT HOME AND SLEEP AT NIGHT WITH AN ANTICIPATION THAT POLICE IS THERE TO PROBE AND GET BACK MY STOLEN MONEY IF AT ALL ANY THEFT HAPPEN??

IF NOT, THEN WHY WE ALLOW OUR MINISTERS TO KEEP THE DOOR OF OUR COUNTRY’S TIJORI (WHERE AAM AADMIS MONEY IS KEPT TO RUN THE COUNTRY) LEFT OPEN FOR LOOT TO HAPPEN WITH AN ANTICIPATION THAT WE HAVE INSTITUTION LIKE CBI/CAG TO PROBE AND GET BACK COUNTRY’S STOLEN ASSET. This situation is like a Bank keeping its vault open and awaiting for LOOT to happen just because Police is there to recover the LOOTED BOOTY!!!!!

Why wait for LOOT to happen; why not kill it at its very root?

Only way you can do this is by QLY PERFORMANCE AUDIT that will enable any Govt. to reach the root of every scam at its very inception much before MEDIA reaches there.
