Why each time we detect a LOOT after its peaceful and honourable DIGESTION, this is exactly why we need QLY PERFORMANCE AUDIT (QPA) at every level of GOVERNANCE ……..

Another LOOT in Farm Loan Waiver Scheme and once again the Nation is in its VICIOUS LOOP of Arguments between Political Parties who are at LOGGERHEADS with each other on all ISSUES EXCEPT ONE – ENROLL MEMBERS even if they are CRIMINALS!!!

How can NATION expect monitoring by RBI, NABARD or Ministry of Finance when there is no QLY PERFORMANCE AUDIT (QPA) on Highest Chairs of India in LS/RS/VS where even today UNDERTRIAL or CONVICTED CRIMINALS are deciding the FATE of AAM AADMI including FARMERS.

In absence of QLY PERFORMANCE AUDIT (QPA), just imagine how many projects are LOOTING CRORES of money every day without AAM AADMI’s knowledge!!!

Why each time we detect a LOOT after its peaceful and honourable DIGESTION, this is exactly why we need QLY PERFORMANCE AUDIT (QPA) at every level of GOVERNANCE and its missing since INDEPENDENCE for OBVIOUS reasons best known to all parties.

No activity of any ministry can go UN-NOTICED if such mechanism(QLY PERFORMANCE AUDIT) is in place. At least there are some Govt agency like CBI, CAG who can probe a scam, but till today there are no such process in place where performance of the highest chairs of india can be evaluated periodically and published for AAM AADMI who had sent them to occupy the highest chairs in india.

Any bill(be it LOKPAL or JANPAL) that allow LOOT to happen first and then allow probe to start (be it thru LOKPAL or CBI) , will commit same mistake by keeping the SAME LOOPHOLE left open in governance as done(since independence) by all ruling parties(be it Cong / BJP / LEFT / UPA / NDA) thru which AAM AADMI's money get LOOTED.

Why wait for LOOT to happen; why not kill it at its very root?
Only way you can do this is by QLY PERFORMANCE AUDIT  that will enable any Govt. to reach the root of every scam at its very inception much before MEDIA reaches there. Neither LOKPAL nor CBI (as they appear only after SCAM is committed) has the capacity to detect such scam at its very INCEPTION which only QLY PERFORMANCE AUDIT can do.

This does not mean QLY PERFORMANCE AUDIT is a substitute to LOKPAL as QLY PERFORMANCE AUDIT is the Detection/Preventive process right at the INCEPTION LEVEL OF ANY LOOT whereas LOKPAL/CBI/CAG are more effective for taking action after LOOT is detected. Hence, we need both, but my logic says QLY PERFORMANCE AUDIT is the PRIORITY as this is the missing tool in Governance that can ultimately act as final nail in the coffin of all such LOOT/SCAM hatched by so called Honest Politicians.

Its HIGH TIME our media also focus on implementation of QPA rather than going into VICIOUS LOOP of Arguments in its OPEN WINDOW session every evening that may bring TRP to the channels but will never HIGHLIGHT solution to this 65 Yrs OLD ISSUE of LOOTING AAM AADMIS MONEY!!!

My INTROSPECTION : If it was MYSELF, I would have done the same thing few more times of what Madhu Koda/Reddy Bros/Coalgate scam kingpin have done as I am neither GOD nor KALYUG'S GANDHI BAPU who can resist themselves after having access to country’s TIJORI that is left wide open for LOOT to happen in absence of QPA!!!

Govt can have any number of excuses over LOKPAL, but it will be a matter of disgrace/shame for any Govt who refuse to come under scanner of QLY PERFORMANCE AUDIT.

Any party opposing QPA , clearly indicate that they are here to exploit the loophole (left open by all party since independence) and enjoy his 5 year term as fully paid Govt Holiday with all possible TAX FREE facilities/amenities right from LAUNDRY to CAAAR, also if given an opportunity they will have an option to join the bandwagon of Madhu Koda/Reddy Bros.

However, Moral of the story still remain same as the heading of this blog – QLY Performance Audit : Missing Tool in Indian Governance for allowing Loot to happen!!!!!!
