Can any Civil Society expect a Doctor/Engineer/MBA to perform in his profession just because he attended all classes during his course tenure of 2 to 5 Yrs IRRESPECTIVE of passing all his exam,

IF ANSWER IS “NO”,

then how can we AAM AADMI have same expectation from a Governance System run by Individuals who never face any such exam (which is Qly Performance Audit, commonly known as QPA) and
