In absence of QLY PERFORMANCE AUDIT (QPA), just imagine how many projects are LOOTING CRORES of money every day without AAM AADMI’s knowledge!!!

Learning from Salman Khurshid scam or for that matter any scam :

Absence of QLY PERFORMANCE AUDIT (means Non-accountability) gives birth to Sense of Ministerial Arrogance that make a  Minister feel as if he is “KHUDA”.

Moral of the story still remain same which is the heading of this blog – Missing Tool…………………LOOT TO HAPPEN!!!!!!

What NATION will gain if QLY PERFORMANCE AUDIT (QPA) is implemented in a TOP DOWN approach?
Let us use Salman Khurshid example as case study and briefly analyze the HYPOTHETICAL impact of QPA, had it been a practice to use QPA to STOP THE LOOT that may have happenned in any scam :

1.     QPA would have exposed the Govt decision to grant fund to the trust.

2.     QPA would have validated all signatures granting fund allotment.

3.     QPA would have carried the Money-Trail in Top Down manner right till bottom where it was deposited.

4.     QPA would have raised an ALARM if FISHY AFFAIRS were detected and thus brought the whole affair in the LIMELIGHT in 2008-09 rather than making AAM AADMI wait till 2012.

5.     QPA eliminate dependency on Media or Individual to UNEARTH any scam as it becomes the BLASTING TOOL of Govt who is supposed to expose such scam rather than Media or an Individual doing it.

NOTE that above Five steps are just few samples of SUPER-POWER hidden in QPA which will KILL every scam at its very INCEPTION and point to note that above steps would have been taken right at the Quarter month when such SCAMs are planned/hatched in AC rooms of Ministers during 2008-09, and AAM AADMI need not have waited till 2012 for such scam to get EXPOSED and that too by Media or Kejriwal Team, not by Govt itself who is supposed to do this job of exposing, rather than Media doing it.

In absence of QPA, just imagine how many projects are LOOTING CRORES of money every day without AAM AADMI’s knowledge.

That’s why since 2011, I am trying to draw attention of ANNA team to implement QLY PERFORMANCE AUDIT (QPA) that can kill all scam at its very root.

We need to clean up the system rather than cleaning up one scam after others simply because we can initiate clean up process only when an exposure happens, till then we allow LOOT to happen whereas IMMEDIATE IMPLEMENTATION OF QPA WILL NEVER LET THE SCAM HAPPEN WITHOUT KNOWLEDGE OF AAM AADMI.

HENCE, MY REQUEST TO KEJRIWAL IS TO FOCUS ON CREATING THE FRAMEWORK OF QPA AS IT IS HIGHLY COMPLEX BUSINESS PROCESS TO HANDLE.
