The biggest JOKE or TRAGEDY in our Governance system is that TILL DATE none of any SCAM is ever exposed by Ruling Govt. itself (be it Cong or BJP), it is always some external agency that expose such scam on behalf of the GOVT (that take it for granted that all of their MINISTERS are KALYUG KA GANDHI BAPU) who are only then rather forced (much against its wishes) to bring CBI into the scene!!

The entire governance system was sleeping until Vijay Pandhare, chief engineer MERI, exposed another  mega irrigation scam like it was done earlier for CWG/2G/COALGATE.

Why every time some media exposure will EXPOSE another LOOT happening, why our Governance system is so TOOTHLESS (or rather pretend to be) that they need to wait for such exposure by external agency and then take action thru CBI/CAG or proposed LOKPAL/JAN-LOKPAL.

Team Anna is continuously losing focus from core issue as under :

Just VISUALIZE THE AFTERMATH of SUCH MEDIA EXPOSURE OF ASSETS CREATED BY EVERY POLITICIANS WHICH WILL HIGHLIGHT THE LEFT OPEN LOOPHOLES IN THE SYSTEM BEING NATURALLY USED FOR LOOT BY MINISTERS.

JUST CHECK THE ASSET VALUE FROM ONE ELECTION TO NEXT ELECTION, THERE ARE AMPLE EXAMPLE WHERE IN FIRST ELECTION, THE ASSET DECLARED IS 50 CRORES AND IN NEXT ELECTION THE SAME GUY DECLARE HIS ASSET AS 300 TO 500 CRORES. WE THE AAM AADMI HAS NO CHOICE BUT TO WATCH HIS ASSET GROW MULTI-FOLD, and yet there is no mechanism in place which can reveal how 50 Crore has become 500 Crore within a span of 5 Yrs simply because none of our present and past  Govt. dare to impose a mechanism which can reveal break-up of such HUGE GROWTH OF ASSET.

By publishing such break-up, GOVT will not only help AAM AADMI to take INFORMED DECISION but also GOVT will MOTIVATE AAM AADMI how to earn in BILLIONS, Moreover AAM AADMI will start worshipping these MONEY GOD MINISTERS by keeping their photo next to BILL GATES and WARREN BUFFET!!!

What is so difficult in revealing the BREAK-UP of asset growth (from 50 to 500 Crores) as submitted in IT declaration by an Individual , as all data are readily available in IT record, all need to be done is break them into layers of asset . Hence, it is Govt’s priority to reveal the BREAK-UP of asset growth(from 50 to 500 Crores)  of every individual (be it BABA RAMDEV/HASAN ALI/Kamal Nath/BSY/Reddy Bros or for that matter ANY POLITICIAN whose asset grow by leaps and bounds) and let AAM AADMI take INFORMED decision while supporting them:

1.            Start with initial asset value = X after validating the source of X.

Just because a minister has grown his asset 50/100 folds within a period of 5 years, does not mean he has done it by UNFAIR MEANS, he may have done so the same way as BILL GATES and WARREN BUFFET have done in US, why not give a fair chance to those MINISTERS (by publishing above break-up of ASSET GROWTH which will simply inspire AAM AADMI like us) to prove that US has only one BILL GATES and one WARREN BUFFET whereas our political/governance system have plenty of them!!!

QLY PERFORMANCE AUDIT missing tool in Governance.

This is why QLY PERFORMANCE AUDIT is the need of the hour. Thank God finally Anna Team has voiced the same(Times dt 11Sep11) as I have been doing since last 5/6 months.

Govt can have any number of excuses over LOKPAL, but it will be a matter of disgrace/shame for any Govt who refuse to come under scanner of QLY PERFORMANCE AUDIT. It is already a TIME-TESTED tool in an Industry like IT, all we need to change are list of parameters which will reveal each and every action of MLA/MP/Ministers/Bureaucrats every three months. However, I can talk in detail only if Anna group understand its importance.

If all Education Level (be it School/College/MBA/Engg/Doctor) students need to pass exam in order to claim a degree certificate (which is never given simply because he has attended all classes) , why HIGHEST CHAIRS IN INDIA means Ministers are allowed to enjoy his 5 year term without appearing/passing any exam (which is equal to QLY PERFORMANCE AUDIT), simply because he has attended all classes (as done by MP/Ministers by attending Parliament session and that too with FAT allowances and additional amenities just for every session he attends).

Moreover, these PERFORMANCE AUDIT must be telecast live(except some ministry with security reason) for AAM AADMI to evaluate the workof these Ministers whom they have sent to power. No. Simply because all such institution like Existing CBI/CAG OR Proposed Jan-Lokpal/Lokpal not only wait for such corruption to be committed but also they have no choice but to remain INACTIVE till (which is a huge time gap that allow scam kingpin to siphon out fund out of india) such SCAM is reported either by Media or by Govt. Agency.
02.	The very moment these corrupt ministers/MLA/MPs are aware that they need to show result every quarter (else they will be replaced by his own colleague from his own party), Level of Performance start improving as happens in corporate sector due to fair competition.	Yes. As this is the only tool that can enforce such discipline/competition in HIGHEST CHAIRS OF INDIA.	No. Due to no QLY PERFORMANCE AUDIT, an elected member take his public vote for a ride and enjoy his 5 year term as fully paid Govt Holiday with all possible facilities/amenities in the world and all such institution like Existing CBI/CAG OR Proposed Jan-Lokpal/Lokpal quietly wait in the sideline till any such SCAM is reported either by Media or by Govt. Agency.
03.	IF CONCEPT OF PERFORM OR PERISH CAN APPLY TO PRIVATE/PUBLIC SECTOR, WHY CAN’NT BE APPLIED FOR THE HIGHEST CHAIRS OF INDIA??	Yes. As this is the only tool that can enforce such concept of “PERFORM OR PERISH” in HIGHEST CHAIRS OF INDIA.	No. As usual all such institution like Existing CBI/CAG OR Proposed Jan-Lokpal/Lokpal are TOOTHLESS when it comes to EFFECTIVE monitoring. All they can do is take action ONLY AFTER CRIME IS COMMITTED.
04.	This situation is like a Bank keeping its vault open and awaiting for LOOT to happen just because Police is there to recover the LOOTED BOOTY!! Why wait for LOOT to happen; why not kill it at its very root?	Yes. This is the only tool that can stop the LOOT to happen.	No. HELPLESSLY WAIT till LOOT is done as cannot take any action till such scam is committed.
05.	MORAL OF THE STORY :	HAS THE CAPACITY TO KILL THE SCAM AT ITS VERY ROOT.	HELPLESSLY WAIT FOR SCAM TO BE COMMITTED AND SUBSEQUENTLY REPORTED TO MEDIA. NO CAPACITY TO DETECT SCAM AT ITS INCEPTION.

Finally, Can we AAM AADMI any longer afford to depend (as we are doing since Independence, helplessly watching our voted/elected members LOOTING our money right in front of our nose BY TAKING ADVANTAGE OF NO SUCH PERFORMANCE AUDIT on them) on such mechanism (like Existing CBI/CAG & Proposed Jan-Lokpal/Lokpal) that HELPLESSLY WAIT (THAT TOO IF IT IS REPORTED IN MEDIA, ELSE they have no choice but to remain INACTIVE, by then AAM AADMI’s money gets siphon out from india) till LOOT is done as cannot take any action till such scam is committed

we DESPERATELY need to have a mechanism (like QLY PERFORMANCE AUDIT) that has the CAPACITY TO STOP THE LOOT AND KILL THE SCAM AT ITS VERY INCEPTION/ROOT when they ARE GETTING PLANNED/HATCHED BY OUR SO CALLED MLA/MP/MINISTERS/BUREAUCRATS AND THAT TOO WITH A REGULAR CHECK ON QLY BASIS.
